After that everyone is allowed to mine it even the dev if he wants to, this is not considered a premine at all since everyone was able to mine it, I have been mining it from the first hour and I can tell you that the block height wasn't that high so stop the FUD do your research and if you are not able to buy enough XSH right now because the price is too high you should have bought in 1 month ago at 4 sats when we started trading this coin.
