What about PAYEER? Any actual Review available?
and their fees?

Xapo is good. i am using it. it deducts directly from your wallet. so no need to load card etc..

To add funds to your Fiat Account, simply click on the ADD FUNDS button after logging in. You will be taken through a process that will display different available currencies and methods to send the selected amount to Xapo, depending on your location and some other factors. It is personalized to each user and certain factors involved, so only specific payment options are shown for each purchase order. Xapo charges a fee of 0.2% of the added funds. Also, processing fees may apply depending on the payment method. At the end of the process, the amount received by Xapo will be credited in the respective Fiat Account.
To fund your Fiat Account from your Bitcoin Wallet, simply click on the TRANSFER button after logging in. You will be taken through a process that will display a quote of the value assigned by Xapo to one bitcoin in your selected Fiat currency, allowing you to transfer your bitcoins to the selected Fiat Account. After accepting the quote, we will display a message indicating that the transfer to your Fiat Account is confirmed.



In xapo they have different wallets,  btc and other fiat such as gbp, usd etc.  The default is btc wallet. the information you saw in xapo site is about if for any reason you want to convert your btc from btc wallet to fiat wallet.  there is no need for that for you to use the card. 

so if you send some btc to your xapo btc wallet, your card will be linked to that btc wallet.  every time you use your card, it will be automatically deducted directly from your btc wallet with current price of the time when you used your card.
