I have to say that the Authorship team has made a mess of the bounty payments. I am happy that I have received my free ATS for getting referals to sign up under me.

This project has a lot of offline investors (if it's certainly not a lie of developers), who hold large amounts of ATS tokens.Some people hold many tokens.
They sold out 80Mil ATS tokens to investors. You could calculate the amount of them in etherscan for the date of initial distribution. And also the send 7-8Mil tokens to bounty hunters.
