Just use localbitcoins, that is the most safest way that you could just buy some bitcoins, because you do not have to provide your ID in order to buy some.

I have been doing this to buy/sell most part of my bitcoins, and i have never had any problems so far.

And the support from localbitcoins is always replying to my emails, so yes, probably that is the best way to buy bitcoins if you want to use cash (and by p2p of course)
