Besides that such an event will get high public attention to the lottery and will raise the ticket sales .
I disagree.Winning a "jackpot" that is significantly lower than the advertised "estimated win" and then only being able to access 50% of this (already very reduced) winnings will most likely not boost ticket sales.
What it might do is show how ridiculous the current setup is and create a huge bunch of drama because the conditions are not clear (or mentioned at all) on the site.
Would you not be happy with 3000 ETH suddenly appearing in your account? Sure it is not 70,000 ETH, but it is still a shitload of money, and providing that the lottery doesn't die over the coming years you would get all of your money eventually.
A monthly income from the smart contract might also be a better solution for some people
