Example: Newbie can only read some section and only can report (with limited reports for each day) with certain range of time and gain 1 point if it get confirmed by mods.
At first I thought this was a good idea - rewarding newbies for reporting posts. You'd still have to let them post (can't piss off genuine posters) but you could give them some other kind of reward - maybe a faster rank to junior member or something.
Then I realized people would simply start making alts and breaking the rules, just so they could report them with their main account. The amount of posts reported would probably soar, and the mods would be overwhelmed.
