You are Newbie, but you doesn't sound like a newbie with this kind of suggestion. Your suggestion is ok, few people saw it already and some of them supported the idea. But I think you didn't count good how much newbies here on the forum and how much of them will not support those things that you offer. The next thing is that such simple users as you and me disn't make this forum and we do not set the rules here. And even if some one of the forum's heads will see it I doubt that the idea will succeed. But at least you suggested something new and you were heard.
To be honest I am newbie at this forum. Trying to gain rank because of the rules too. But in the way to do it and the post that I read is too much junk already.. Newbie can't post at all, only can report junkers (Confirmed by mods first) on the forum to earn points so he/she can post something to ask or gain ranks.You can put some points or karma or something for it. And set the limit you must reach first so you can earn 1 post.. As reported post you can give the penalty anything you like, but if you asking my opinion then it is cutting their 5-10 activity and demoting their ranks or bans..
Then it won't be so damn hard for them to go to off topic and report all posts, and after some time when there won't be anything to report newbies won't be able to post anything. Right? 
Someone suggested newbie jail - but moderators can't really block posts in games and rounds(for example yabat) and I am sure moderators have better things to do in their lives than approving posts whole day and night.
I have better suggestion - add more moderators!
This forum needs at least...hmm...lets see...how many sections and boards? 60+?
In my opinion this forum needs 120 moderators.
There you go. Problem solved.
It's just - You can't run this forum with 5 moderators(number can be wrong) and expect from them to moderate 1357253 users and more than 50000 posts every day.
