We could have been staking the entire pre-mine since the release of Credence Coin if we so choose to, we do not need your or anyone else's permission as far as we are aware.

The pre-mine has not been staking to allow more network weight to current holders, again something we chose to do not something we were required to do.

Maybe you should see the pre-mine stake movement for what it really is, the wallet was brought on-line and synced up ready to transfer funds to the site for the soon to happen launch.
