According this article Ripple plans to unlock 1 billion XRP each month.

If you start reading properly than what is also there? You just leave whats fitting your agenda, so what about the point that THEY MOVE THE 1 BILLION BACK AT THE END OF ESCROW IF NOT NEEDED!?

I hold 50% of my deposit in Ripple. But I want just to clarify, what does mean "THEY MOVE THE 1 BILLION BACK AT THE END OF ESCROW IF NOT NEEDED", who decide if it is needed or not needed?
