"d=XX" is supported but it's just starting difficulty. Miner can give hint to server to start from certain difficulty and it will change as time passes.
Some pools support "sd=XX" which is static difficulty setting you are looking for.
Only coins that have short block time like Myriadcoin, Digibytecoin supports them.
The reason why pool doesn't allow "sd=XX" for all coins is that this feature may be used for low difficulty attacks.
I don't recommend to static difficulty at all in most cases, because vardiff runs quite well.

Okay, its just that when it pushes the stratum diff so high it looks like my gear is chocked out and just spits out a Hash every now and then. I try and balance it out to about ten hashes a minute if I can not too fast not too slow.
