Having problem running earthcoin-qt.exe to update wallet

Earthcoin New version 1.5.2 Windows 32-64 bit error
It says: Insufficient resources to complete the requested service.

update:
Was able to get it to work in newer desktop.
Bootstrap file helped a lot. also had to put in config file to connect to the network.

Thank you!! It's now synchronizing with the network.
Now need to figure out how to get other wallet to work in older computer.
