There is a difference between accelerating a transaction and rebroadcasting it.

You're totally right. As well as there are bunch of these acceleration threads, i don't see why people could not do it by their own because for example Here you can find a guide for accelerating transactions on antpool which most likely all of the "accelerators" use and then they ask for tip as well
