Did those who failed kyc get their refunds? That was the last step i thought to getting these tokens unlocked. /after refunds are completed i mean.

1. The Date of Refund
ETH refunds will start on December 12th, 2017 (KST/UTC+9)The refund process will proceed gradually, therefore your ETH will be deposited to your ETH address at slightly different times.
2. Deposit Address
ETH will be refunded to the ETH Address that was used for the Token Sale
ETH address CANNOT be changed.
3. Additional Information
Submitting additional KYC documents and canceling the refund process is NOT possible.
Original ICX tokens that have been distributed will be permanently locked and will be incinerated after Mainnet launch.
