is there any write up about tx fees in monero and the mentality towards fees by the monero team? thanks

no dev here. So L2 and L3 is mandatory to scale globally. do i understand this right? just say it happens and monero becomes global currency No1. it will scale with lightning maintaining those tx anonymous with tumblebit. theoreticaly all tx can happen outside of mainchain anonymously. doesn't that make moneros on chain anonymity obsolete at that point in time and by so every other coin that uses tumblebit hubs for most tx just as anonymous.
And when will this L2 L3 solution be available?
