Smoking in Spain is legal (the story started in 1992). The limitations are about smoking in a public spaces and selling. Selling could be only realize inside Consumers clubs and not with money directly, but by paying a club bonuses which could be changed to marijuana. Its not equal to Amsterdam coffeshops, but very close.
