We will take the initial seed and combine it with the number of lightning strikes in a five-minute window.
If the seed is 12345 and there are 67 lightning strikes within the five-minute window the seed will be 1234567.
This seed is then used with the Mersenne Twister Algorithm, which given the seed will always give the exact same output for everyone to verify.
