Both things will happen in 2018, January-February. Unfortunately we've had to delay the release to implement the KYC features we've explained in our latest report on the blog (blog.apla.io).

We're hard at work to launch the platform, currently we're focusing on various regulatory aspects in order to have a successful launch and not be caught unprepared by future changes in SEC or other regulatory bodies' regulations.

With the full launch of the blockchain it will work, but the idea as you can read on our latest blog post (https://blog.apla.io/report-of-the-egaas-team-556e5e4717bd) is that nodes will need to be located in proper data centers. This is again, a part of our compliance approach, as well as being necessary to accomodate the raw calculating power that will be required for our platform.
