Yes. Your transaction cannot confirm until the transaction that you received has confirmed.
Can the btc i sent get confirmations faster then the one i received?
No.
You will have to try and accelerate the earlier transaction if you're in a hurry - otherwise it
could take a long time.

The transtraction has 184.7 sat/b fee's and i've asked couple people to help accelerate it, you think it will get confirmed within 24 hours?
