1070's max power isn't 250W, not sure where you got that from. It's
150W. Thus 65% would make it run at 98W. Yours runs at 161. You'd never be able to run it at above 180W, let alone 250.
250W is 1080Ti's max power.
250W is the 1080Ti's default power limit. Max power limit you can set to is 330W or 360W if it has a 280W default limit.
