This is a DV-only release, not mandatory for upgrade.
Basically 2 DV enhancements:
(1) Added commandline commands for DV register and DV verify.
(2) Fixed an issue that after DV-register an annoying DV related address added to the wallet.

With these changes we want to protect and advertise the DeepOnion brand by reducing the impact of previous spamming campaigns. We also wish to engage users towards content creation for DeepOnion, hence the other set of weekly rewards.
