I see a lot wrong with this picture.
1. Power is applied reversed ( as some one else already pointed out) the Black wire is normal the ground wire.
2. The red wire in a PC is normally the +5 volt wire not 12 volt.
3. The wires don't even looked soldered just kind stuck in the holes.
How is the power applied backwards? Wouldn't the outermost 3 pins be the ground, and then innermost 3 pins be the 12V line? IIRC, a PCIe 6pin jack that would be attached to the board would look like this:

        GROUND _____   |                  
                           |  |      
|========BOARD=====================================

The reason it looks reversed is because the black marks on the 2 large electrolytic capacitors is the negative side.
And it looks like the red wire would connect to the negative side.
