that means you Encrypted your wallet.
You must Deccrypt it to send etc.
i forget the commands...but when the Dev responded to you a few posts back.... he gave you directions.
just follow them.

importprivkey privkeygoeshere to add coins from a paper wallet.
antoher command, simiilar and you can unlock it...i have to find it.... (i did a search for privkey and the above showed up)
the other is... something like -unlock or...but i think ill search ...
