We can't deny payment even for Mr. Viper without his decision. But we can place him to the end of queue. This would be adequate and democratic solution, if the rest of miners supports it. Anyway, I can't be a judge for him because I dislike his type of personality.
So is there any queue? If yes, then show me. Personally i dont think its any.
Currently there is no queue. But funds from the fees will be paid with the priority for active miners, as I said before. So, if you leave, the rest of miners will receive it faster.
