obviusly, those are misconfigured masternodes, but anyway they are providing services to the network, even if the masternodelist shows local ip. i recommend the owners of those Masternodes to fix their IP to Public.
its not a big deal someone with a misconfigured IP,it happens everytime in all Masternode coins.
