That message is not an error, it is kind of self-explanatory. Our system doesn't let people who never made a deposit withdraw. We locked it this way, as we get a lot of withdrawal requests from people that didn't do the rollover or other requirements related to the promo, just signup and try to withdraw whatever promo we have running.
