I'm still confused what's going on . people still keep spamming .. twitter and facebook when the rules ask otherwise .

Register your retweets each week via these Google Forms:   <---- and people spam it here in post 
Facebook as i understood is counted manually , and yet people still spam here , so when someone asks a question nothing is visible because of them  .
Someone should clarify to the people what they should or shouldn't do.
