I would like to know when is BitRAGE arbitrage bot going to be available?

Also, what exchanges would be best to perform arbitrage, is Bittrex good?  I heard from somewhere a few days that the exchange would need to have 3 sets of pairs for a successful "loop' to occur, that person was saying it was not possible on Bittrex as it supposedly lacked 3 pairs, but then I go to Bittrex and I see the following:
BTC -> XRP
XRP -> USDT
USDT -> BTC
This is only one example of many combinations that I saw.  I am not sure if I am seeing it correctly, but I think that arbitrage can be performed on these pairs on Bittrex.

Currently (as a New Yorker), Poloniex and Kraken and others doens't do business here, so I am out of those exchanges.  I can only use Bittrex, Binance, Bitstamp, Cryptopia (recently created an account here) and liqui.io (not 100% sure), so in light of this would BitRAGE be a good purchase for me?
