I asked twice on his Tweets, and then when he reTweeted a tweet from Founder of Sether, I asked the questions directly to Ovidiu Oancea. Unfortunately, obviously there are issues with this project.... And there are a lot of "people" who are shilling this ICO (translation: This particular endeavor revolves around tricking as many people as possible into thinking a particular coin or token will be valuable in the future).
