Sounds like Lightning Bitcoin (Will be listed as LBTC on HitBTC).
HitBTC will be listing Litbitcoin as LBTC i am not sure why people talk about lightening which has come hardly a week back
Nope. I'm pretty sure HitBTC is talking about the Lightning Bitcoin as LBTC because along with that notice is that all holders of BTC will be credited by the same amount of LBTC.
Too bad I wasn't able to screenshot the Note. It's gone now.
