That "white paper" is just a list of options and scenarios. They do not describe what, if, how and when they will or can do it.

Problem with DO is that it is a marketing stunt without a dedicated development team behind. Perhaps in the beginning it was merely an experiment how to make money fast by copy & paste code. Now there is a huge community behind.

So, I said that before, why not use some of the premined coins, sell them and use the money to hire some real developers that can make DO what it says it is?!
