A currency that is a 'privacy coin' should not have a rich list. Having a rich list implies that you can look into the blockchain and find for example the 100 addresses with the most coins in them, like over here:

Would you consider it a privacy coin if, when I send you money, you can go on the internet, look up my address and see how much money is in there, with whom I transacted in the past, for how much etc...
So, a golden rule: if a coin has a rich list, it's not a privacy-coin at all... So Xspec is no privacy-coin at all, they say they are, but they aren't, they're lying....
as you can see, monero does not have a rich list:
https://moneroblocks.info/richlist This is because the blockchain is opaque, I can't go and look up an address of someone I transacted with, I can't see amounts, I can't create a richlist...
