I did this..."Download file "NYC Core Wallet v0.10.4.zip" and don't understand what to do after that. It's pretty confusing to a non tech type person.
NYC would be great if they had a simple wallet that didn't need a computer programmer, lol.
Type into youtube "almost heros learning to read" and that's me when I get to this part of the instructions, "Extract Blockchain and Chainstate zip files into your NYC file folder where your NYC .conf file is located and allow to overwrite."
Extract NYC Core Wallet v0.10.4.exe you just downloaded, run and close the app. Download the other file: NYC Core Wallet Blockchain and Chainstate Dec 17, 2017. When it´s done, extract all files to C:\Users\YourUsername\AppData\Roaming\Newyorkcoin overwriting the original files. Run NYC Core Wallet v0.10.4.exe again and let it sync.

Maybe you'd be kind enough to start with this.....how do I extract? Maybe if I knew what that meant the rest would fall into place?
The file you downloaded is a compressed archive. You need a tool to get the NYC-wallet extracted, i recommend winrar or 7-zip, just google, download and install. You might already have of those programs installed because you need it pretty often. After having installed, right click on the file you downloaded, NYC Core Wallet v0.10.4.zip, and choose extract here, then you will find NYC Core Wallet v0.10.4.exe in the folder and you can run the wallet.
