Why is fucking deferred start? 
Probably to give all the miners a fair chance of getting in at the start. If mining started immediately most of them wouldn't know the coin has launched. This way they get a week to read the announcement thread and prepare to mine on launch day.
Correct, its a fair launch everybody will have chance to start at same time.
How is it a fair launch if it has premined coins?
1.5% is totally fair. Would you create a coin to pay all the expenses, exchange listing, infrastructure, development costs from your pocket?
Premining is fine with me but it is not a fair launch.
To your other note, yes I am working on one true fair launch coin at the moment without any premining.
