Well, there are people who would disagree, there is an entire thread dedicated to the suspect that Substratum may just be a scam:

I start to suspect the same. Gave a quick look at it, they were created as an ICO (first red flag) and just in last Summer (second red flag), and they want to do something MAID has failed to do in 10 years. Not going to invest. With these kind of overly ambitious projects the best bet is to invest when they have delivered the minimum viable product and proven to the world that they can actually pull this off.
