Someone clearly has stolen a Paccoin online identity and now wants to scam people into buying it by promising things that won't happen.

All that bullshit about development in progress is very easy to refute. Just show some actual commits in the repository. The only one is as I quoted above. http://paccoin.net/ WAS NEVER THE COIN'S WEBSITE. Don't fall for this scam, look at Cryptopia's order book to see the manipulation there.
