what tune software are you using ?
did you tried mining w claymores miner and add -dcri to your bat file ? and decrease / incrase the -dcri value ?
looks ilke you cards when you mining eth,  hashing on stock speed , without any tune applied

in my case, any coin im mining need a different fine tune for each cards for the max performance
