No, idea is not really new, it is lottery with expensive ticket.. I'll rather pay 2€ for eurojackpot.
Not to mention that you won't find 15000 players which are willing to spend 130-140$ on ticket.
Another thing - you are newbie, you will have to use escrow, provide fairness of draw etc. Things are just too complicated.
