This seems like a bad idea--couldn't the original owner just come back and reclaim the account via email/account resets?
There is no any "original owner". accounts absolutely new and clear, with new clear e-mails.
Binance Registrations are opened again. Sign up for a new and legit account is possible. Maybe even for a short time. So hurry up, friends if you are not registered yet.
