That's strange...I have been buying miners from Bitmain directly for a long time. Not sure what you're on about.
If you buy 200 or 300 of it and willing to wait 2 or 3 month, yes you can. If you want to have them in a week, they don't give it to you. They don't sell it for 2 or 3 now. In China, some company sell miner as option. If you don't have your own source, you will really get scammer from them.
Initially I just sell power supply, but I think miner sale is more profitable.
