Rx580 8gb not giving more than 17 MH/s

Hi All,
I have recently bought two Rx580 series GPU:

1) Sapphire Rx580 Nitro Gaming Series 8 GB (https://imgur.com/a/pLS31)
2) MSI Rx580 8XX Gaming 8 GB (https://imgur.com/a/duezm)

Now for my primary PCI port in my mobo I have R7 260X - 2 GB, I use this to connect to my monitor so that I dont see a lag while watching movies or so.
The other two GPUs (1,2) are installed in MOBO via PCI riser cards.

The AMD settings shows this:

My start.bat is as follows:

setx GPU_FORCE_64BIT_PTR 0

setx GPU_USE_SYNC_OBJECTS 1
setx GPU_MAX_ALLOC_PERCENT 100
setx GPU_SINGLE_ALLOC_PERCENT 100
EthDcrMiner64.exe -epool eth-asia1.nanopool.org:9999 -ewal *************.Rx580_2/****************@gmail.com -epsw x -mode 1 -ftime 10 -di 12 -tt 80 -fanmin 90

Thus disabling the 2gb GPU and enabling the other two new GPUs.

But I can only get : 17 MH/S max https://imgur.com/a/fxNqY

I have even tried modifying the bios of the new GPUs, but the hashrate increased to only 20 MH/s. But sometimes when starting the claymore the GPUs were  crashing hence changed the bios to stock ones and now I get max 17MH/s per card.

I have even tried with the new AMD block chain driver, but the claymore shuts down without any error message after these lines:

I always use DDU for uninstalling the drivers, so no issues there, I have looked at almost all the posts, and tried everthing, but the stock hashrate seems pretty low.

Is this normal? Can you please suggest how to atleast get 24 or 25 MH/s per card?
