If this will be non-tradable on exchanges, then, it's like your implying that it is a useless token. Do you have facts of that allegation?
I don't know if this will be successful as there are a lot that had attempted this kind of service and haven't heard their success yet.
If it's a public blockchain any exchange could add it at will. It wouldn't even be in the hands of the devs.
