Well this does make sense to me as it is pretty cold in certain parts of Canada. Electricity might not be too expensive either as they might have a bigger proportion of resources to people, as a big and very sparsely populated country.

Developed countries gradually understand that blockchain technology is a digital economy.
Kazakhstan, Bhutan, Venezuela and Chile are moving to attract Bitcoin companies to open offices there.

I don't think that these countries you mentioned are attracting Bitcoin companies because they are well developed, quite the opposite, it is because they need Bitcoin. Especially in Venezuela because of hyperinflation and other countries perhaps due to lack of banking system and big fees are inability to send and receive money from outside of their countries.
