Is the ICO price pegged to ETH or USD? If its pegged to ETH its good for investors that they can buy cheaper eth now to invest

My question as to the price of ico is whether it has fluctuated with the current prices of eth and btc, or only remained fixed at this time. What are the plans for possible future dividends?
