No he can't, don't fall for this. The only way would be to verify your bittrex account by providing a matching ID or passport.
If I were you i would write a support ticket, asking bittrex to freeze your account and giving you the chance to withdraw your coins (i think they are forced to make this possible to you). Good luck!
