Until now, it's just a concept (though a quite smart and promising one). $10 for a concept is insane (unfortunatly other coins are living proof that it's possible).
We'll have to wait and see how testnet a and b are performing - if everything works flawless, there is no reason for PRL to rise. I am really looking forward for this project.
