There is another running bounty for this ICO with signature campaign so just wondring why to lunch another bounty when you can just adjust rules in the old one and add btc to the payment. Promotion techniques are sometimes out of understand.
As far as I can understand, a bounty that pays in BTC should be placed in the Services section, not in the regular Bounties section. That's why the dev moved the thread to this section in order to follow the forum rules, which should be appreciated because a lot of thread is started in the wrong forum section. And no, he doesn't start a new one, he just moved the thread but the campaign is still the same.
