At that level, it's either money laundering or a scam. There's a little space for legit, wealthy entities but I doubt those would be posting on an anonymous bitcoin forum with a newbie account (without any professionalism - he's using WhatsApp as communication ffs) rather than going to a similarly large corporation such as Coinbase to purchase.
