Will, if this happen its great!but as of now its only statement and no truly conformation about the CEO of the telegram owner.telegram has a right and capable to make  an ICO platforms because  they have enough  investment that worth 800M dollars to run a ICO bounty program,we hope this project will come true and  i will wait this project  will come out in the market.
