Does this mean that those who filled out the form but did not receive the Sirius tokens for the first time will not receive the second part of the airdrope?

It is not the second, it is the same !!!

I think that the distribution is the first stage of the project and will proceed to the next stage when all allocated coins for distribution are already distributed. The second distribution people are mentioning will not happen i guess
