Brave (BAT is their token) is ultimately a browser that has built in ad blocking. I believe (I could be wrong here) that it does allow for better ad experiences and does not remove all ads.

We are focusing on the analytics side of things -- advertising is a multi-billion dollar industry, and there is a lot of money lost in all directions. We are trying to build and open, transparent, and audit-able analytics platform that will reduce costs and produce better ad experiences for everyone.
